Private personal use/cultivation is not criminally penalized; public use and any sale remain illegal (administrative fines). "Cannabis Social Clubs" exist, mainly in Catalonia, but access for non-member tourists is not formally legal.

A national medical-cannabis framework only began real implementation in 2025 — still nascent compared to Germany or the Netherlands.
Traveling with medical cannabis
Spain's medicines agency (AEMPS) has a documented process: a personalized doctor's certificate plus advance coordination with AEMPS (estupefacientes@aemps.es). Contact them well before travel.
