Cannabis quantity: What is allowed? Possession, cultivation, medicine, at home and in public spaces

How much cannabis is legal in Germany? Since partial legalization in 2024, clear quantity rules have applied to possession, storage and home cultivation. The Cannabis Act (CanG) specifies exactly what quantities are permitted – and when fines or criminal proceedings are threatened. The CanG distinguishes between possession in public areas, storage at home, home cultivation and purchase via cultivation associations. These four areas have different quantity limits. Violations can be expensive – especially if the “de minimis limits” are exceeded. You can also find all the rules in the overview: Cannabis law up to date.

  • 25 g: Possession in public space
  • 50 g: Possession at home
  • 3 plants: private cultivation
  • Club levy: 25 g/day or 50 g/month

Maximum possession quantity in public (25 g)

Adults may carry up to 25 grams of cannabis. This limit applies nationwide. Anyone carrying more is committing an administrative offense or – in the case of significantly higher quantities – a criminal offense. Minors are generally not allowed to possess cannabis.

  • Allowed: up to 25 g
  • From 26-30 g: Misdemeanor
  • Over 30 g: criminal proceedings possible

Allowed amount at home (50 g)

At home, a larger limit applies: 50 grams of cannabis. This amount refers to dried flowers or equivalent products. Storage must be childproof, especially if you live together. You can find more tips on storage in the cultivation basics: Cannabis at home.

Home cultivation: How much is allowed?

Partial legalization allows home cultivation – but only to a very limited extent. Three female plants are permitted per adult. Harvest yields are counted towards the private 50-g limit. Important: Visibility to the outside world is prohibited.

Cultivation associations: Quantities sold in the club

Cannabis clubs (cultivation associations) are part of the second stage of legalization. Members may officially obtain cannabis there – but only in clearly limited quantities. The rules are strictly documented. More on this at a glance: Cultivation clubs.

Penalties: What happens if the permitted quantity is exceeded?

Legislation distinguishes between minor overruns, administrative offenses and criminal offenses. Larger quantities are quickly regarded as “commercial quantities”. The new catalog of fines provides for up to 15,000 euros. This can trigger criminal proceedings with considerable consequences.

  • Up to approx. 30 g public: warning/fines
  • Well over 30 g: Criminal law
  • More than 50 g at home: criminal proceedings possible

Special feature: THC limit for driving

Even if you comply with the quantity regulation: The nationwide THC limit of 3.5 ng/ml applies to road traffic. This value determines whether you are fit to drive. You can find all the details here: THC limit.

Many people think that quantity rules mean free availability – but that’s not true. Partial legalization remains strictly limited.

Medical quantities: Deviating rules
