The Greens: clearly in favor of legalization

The Greens have clearly positioned themselves in favour of the further development of legalization. They want to enable the sale of cannabis in licensed specialist stores and are committed to pushing legislation forward. After a period of silence, the Greens have now made it clear that they will also focus on progress in their election manifesto. The Greens’ government programme for the 2025 federal elections, entitled “Growing Together”, addresses the legalization of cannabis as part of a modern drug policy. SPD: Surprisingly regressive

The SPD is causing astonishment. Despite its significant involvement in the current cannabis law and Federal Health Minister Karl Lauterbach’s commitment, the party is taking a rather restrictive stance in initial drafts of its election manifesto. They speak of stricter rules and compare cannabis with products such as energy drinks or e-cigarettes. Even if SPD politicians such as Carmen Wegge reassure us that this is a preliminary draft, the position remains unclear.

For you as a voter, this means that it is still uncertain whether the SPD will present itself as a progressive party when it comes to cannabis or whether it will continue to row back.

The SPD’s government program for the 2025 federal elections, entitled “More for you. Better for Germany.” does not explicitly mention the legalization of cannabis. However, the SPD has expressed its support for the controlled legalization of cannabis in previous resolutions, such as the party executive resolution of 27 March 2023. The position for the 2025 election therefore remains unclear.

FDP: Maintain cannabis legalization

The FPD wants to maintain cannabis legalization.

The Free Democratic Party (FDP ) is committed to a fact-based and preventative drug policy that promotes the responsible use of addictive substances. Instead of criminalizing consumer behaviour, the FDP places value on target group-specific education, harm reduction and the strengthening of health literacy.

The party emphasizes that the already implemented cannabis legalization was a decisive step towards curbing the black market and at the same time ensuring quality and the protection of minors. Therefore, the FDP remains committed to the legalization of cannabis and stands for a safe, objective approach to addictive substances that promotes personal freedom and responsibility through prevention and increased health literacy.

The Left: supporters without words

The Left Party’s election manifesto for the 2025 federal elections does not explicitly mention the legalization of cannabis. However, Die Linke has made its position on cannabis legalization clear in previous resolutions. In August 2023, for example, the party criticized the then draft law on the partial legalization of cannabis cultivation and consumption as insufficient and emphasized the need for a more comprehensive reform.

Back in March 2024, the party executive committee called for an end to the criminalization of cannabis users and advocated a reorientation of drug policy that focuses on education and prevention rather than prosecution.

BSW? Black box without cannabis in the election program

But… The majority of the Sahra Wagenknecht Alliance (BSW) has spoken out in favour of the legalization of cannabis in the Bundestag, although there are also differing opinions within the party. Fabio De Masi, a prominent member of the BSW, is in favor of a controlled release of cannabis for adults. He argues that criminalization unnecessarily ties up police resources and promotes the black market. At the same time, he emphasizes the need for increased youth protection and comprehensive education about health risks, especially for young people. De Masi also speaks out against the consumption of cannabis in public places such as train stations.

AfD: Against legalization

CDU/CSU: Reversing recreational consumption

The CDU/CSU parliamentary group is firmly opposed to the legalization of cannabis and plans to repeal the existing cannabis law if it wins the elections. Once again for everyone:
